Bringing the perspective of regions and cities into the debate on the EU’s next long-term budget
The Multiannual Financial Framework (MFF) is the European Union’s long-term budget, defining spending priorities and financial limits over a seven-year period. The next MFF will cover the period 2028–2034 and will shape the funding framework for major EU policies, including cohesion, agriculture, research, competitiveness, climate action and external relations.
As discussions around the future MFF intensify, understanding the different priorities, challenges and expectations behind the figures and policy choices is essential. In this context, the European Committee of the Regions (CoR) has partnered with Make.org to create an innovative tool designed to help citizens better understand how local and regional authorities contribute to shaping the EU’s next long-term budget.
By bringing together the CoR’s (and other institutions') opinions, positions and related institutional documents, Panoramic MFF offers a new way to explore the perspective of Europe’s regions and cities. The AI-powered platform helps users navigate complex debates around the size of the EU budget, its rules, its distribution and the policies it should support, from cohesion policy and the Common Agricultural Policy to questions around the balance of powers between European, national, regional and local levels.
This project builds on a shared ambition: making institutional knowledge easier to access and enabling citizens to engage with key European policy discussions through reliable and transparent information.
Turning complex institutional knowledge into accessible conversations
Panoramic MFF is based on a dedicated corpus of CoR materials and other institutions' insights, including hundreds of pages of opinions, amendments, positions and legislative documents, as well as relevant videos. These resources are processed and organised to allow users to interact with the content through a simple conversational interface.

All answers provided by Panoramic MFF are generated exclusively from the institutional documents selected by the CoR. Each response includes references to the sources used, allowing users to verify the information, consult the original documents or watch the related videos through the citation links provided at the end of each answer.

By combining accessibility with transparency, the platform offers a simple way for citizens, regardless of their prior knowledge of EU institutions or budgetary processes, to better understand the issues at stake and the role played by regions and cities in shaping Europe’s future.
