From deepfakes to automated welfare decisions, AI is reshaping our societies. Yet citizens rarely have a direct voice in how those systems are designed and governed. This initiative flips that dynamic by inviting people across Europe to engage, deliberate, and co‑create visions for a more democratic digital future.
The Democratic Digital Commons is a transnational initiative led by European Alternatives, Arroz Estudios, Make.org, IuRe, and TASZ that uses Panoramic as a tool to surface citizen perspectives and translate them into concrete advocacy. Panoramic for Democratic Digital Commons is an interactive platform that lets users explore questions at the intersection of AI, digital infrastructure, and democracy.

The Democratic Digital Commons project combines ten citizen assemblies — five online and five in European cities — with artistic research and digital literacy activities designed to be accessible and participatory. Assemblies mix deliberation with creative formats so participants can both learn about technical issues and imagine alternative futures.

A central outcome will be the Citizens’ Charter for Democratic AI — a collective document that captures citizen demands, principles, and policy proposals. The Charter is intended as an advocacy tool to bring lived experience and democratic priorities directly into EU institutions and policymaking spaces.
